Civil Defence
West Bengal is the first State to have moved from a Town-Centric to a District-Centric set-up.

1212 Home Guard Volunteers have been enrolled from Jangalmahal, trained and deployed on duty.

A special thrust has been given to the Co-operative Movement in the State in the last 2 years.

During 2012-13, 1.10 lakh new Kisan Credit Cards have been issued.

The total no. of consumer cases disposed of during the period almost touches 10,000 (9,495).

Correctional Administration
`Prisoners Welfare Fund` is providing support to the inmates and their families in time of crisis and also for pursuing education.

The Regional Institute of Correctional Administration (RICA) has done a commendable job since its inception.

 
   
Disaster Management
The new Government emphasized in the first Cabinet meeting to prioritize the system of disaster management and for this purpose brought three different departments of Disaster Management, Fire and Emergency Services and Civil Defence under one Minister.

A Memorandum was sent to the Ministry of Home Affairs, Govt. of India, for getting fund from the National Disaster Response Fund.

 
   
Environment
The West Bengal Pollution Control Board (WBPCB) has beautified Rabindra Sarovar and installed a spectacular Musical Fountain in the Sarovar.

Work for total electrification of Sagar Island is going on.

 
   
Excise
Collection of Excise Revenue was Rs. 2101 crores in the financial year 2011-12 which was 18.1% over the last year`s collection.

A website of the Excise Department was launched.

 
   
Finance
The department has developed a central e-receipt portal known as Government Receipt Portal System for online and offline submission of all Tax.

Introduction of File Tracking and Monitoring System in Finance Department so that officials can know the current status of files.

 
   
Fire and Emergency Services
This Department has taken initiative to procure 2 Nos. of Hydraulic Rescue Platform with Aerial ladder of heights of 54 mtrs. and 42 mtrs. with an estimated cost of Rs. 12 crore.

The Department has taken 10 sites for construction of new fire stations in and around Kolkata in 2013-14.

 
   
Fisheries
Development of Inland Fisheries and Aquaculture.

Measures taken for Coastal Security & Security of Marine Fishermen.

 
   
Food and Supplies
Procurement of rice in KMS 2012-13 has already crossed 11 lakh MT as of 10th April, 2013.

Around 3,24,688 families in Aila-affected areas and families of 3569 farmers of Singur getting 16 kgs. Rice per month @ Rs. 2.00 per Kg.

 
   
Food Processing Industries and Horticulture
Comprehensive Survey on Potentials of Food Processing Industry in West Bengal finalized and placed on the Website of the Department.

Crop Insurance extended to 12 crops and to Loanee and Non-Loanee farmers for the first time in West Bengal.

 
   
Forest
Timber auction with gross sale value of Rs. 120.91 Cr has been conducted for 2011-12 and Rs. 134.40 Cr for 2012-13.

The Japan International Cooperation Agency (JICA) sponsored West Bengal Forestry and Bio-diversity Conservation Project for a total amount of Rs. 406 crores.

 
   
Health and Family Welfare
Sick New-Born Care Units (SNCUs) have been increased from 6 in 2011-11 to 34 in 2012-13.

33 Fair Price Medicine Shops were established across the State in PPP mode at MCH and DH, for offering 142 life saving drugs at discounted prices. (48 to 67% of MRP).

 
   
Higher Education
The West Bengal State Higher Educational Institutions (Reservation in Admission) Bill, 2013 has been passed by the WBLA ni March, 2013.

Administrative action has been initiated for setting up of 42 General Degree Colleges to be set up in unserved/under-served areas of the State.

 
   
Hill Affairs
The Gorkhaland Territorial Administration Act, 2011 has come into force with effect from 15.03.2012.

An amount of Rs. 63.69 crores under Plan Sector and Rs. 244.18 crores under Non-Plan Sector have been sanctioned to GTA during the FY 2011-12.

Five new Commissionerates of Police have been set up in the State.

10 Women Police Stations at Sub-Divisional Head Quarters have been set up.

All quota systems in respect of allotment of flats have been abolished.

During the period from May, 2011 to March, 2013 this Department has closely monitored the progress of revival of 36 sick units.

The State Government has set up the Kazi Nazrul Islam Academy for preservation and promotion of Kazi Nazrul Islam`s works.

The `Banga Bibhushan Awards` were initiated by the State Government in 2011 for giving awards to persons with outstanding contributions.

 
   
Information Technology
New ICT Policy published in 2012 having a holistic approach covering both Software and Hardware sectors along with new Incentive Schemes.

e-office, a less paper digital work environment was launched in the State in August, 2011.

 
   
Irrigation and Waterways
12 number of regulating hydraulic structures including sluices have been commissioned.

As many as 82 projects in floods and irrigation sectors in 18 districts of the State have been completed between December 2012 to March 2013.


 
   
Jangalmahal
The Higher Education Department is setting up three general degree colleges at Lalgarh, Shalboni and Nayagram.

10,700 appointments have been provided to the youth of Jangalamahal as Home Guards/NVF/Junior Constalbes.

 
   
Judicial
Nineteen Human Right Courts in 19 Districts have been established.

The construction of a ten storied building of the Hon`ble High Court Calcutta has been completed.

 
   
Labour
So far over 74000 unorganized sector workers covered under SASPFUW have been provided with `Samajik Mukti Card`.

The Employment Bank Portal, a brain child of Hon`ble Chief Minister has been created.

 
   
Land and Land Reforms
`Nijo Griha Nijo Bhumi` (NGNB) - Total no. of homestead pattas distributed under NGNB up to March, 2013 was 60, 193 covering 2421 acres of land.

New policies on rehabilitation/resettlement compensation for AILA Project have been formulated.

 
   
Law
The Department has played a vital role for framing and publication of The Singur Land Rehabilitation and Development Act, 2011.

28 new posts of Law Officers have been created for different offices of the District Magistrate and Directorate Offices.

 
   
Mass Education Extension and Library Services
One of the most significant achievements of the Department during the FY 2012-13 was the inauguration of a new State Welfare Home for Boys at Dudhkundi in the Jangalmahal area of Jhargram.

The Department has taken major initiatives for modernization of the facilities in the 147 sponsored and academically recognized Special Schools.

 
   
Micro and Small Scale Enterprises and Textiles
Under Cluster Development Programme (MSE-CDP) the number of clusters have increased from 26 in 2010-11 to 48 till March 2013.

A new project, Natural Fibre Mission (NFM) for fibre-based enterprises in the State has been launched in 2012 with a total project cost of Rs. 257 crores.


 
   
Minorities Affairs and Madrasah Education
During 2011-12, the new Government has allotted 20 acres of land for Aliah University campus at Rajarhat.

Five acres of land has been allotted for construction of third Haj House at Rajarhat, New Town.

 
   
Municipal Affairs
Kolkata Municipal Corporation completed Beautification of River front from Prinsep Ghat to River Traffic Training Institute for a length of 1.6 km.

Nabadiganta Industrial Township completed installation of Trident Poles and other beautification works within their jurisdiction. 

 
   
North Bengal Development
NBDD, in collaboration with the Tourism and Forest Department, has established one Tourism Hub at Lamahata, Darjeeling.

Administrative Approval for the construction fo 7 new Government Colleges has been received from the Finance Department.

 
   
Panchayat and Rural Development
In 2012-13 alone 1425 roads covering 6144 KM with project cost of Rs. 3483.17 Cr were sanctioned which is a remarkable achievement.

The State Rural Livelihood Mission has been established and made functional to provide livelihood support for rural families.

 
   
Parliamentary Affairs
Upto March 2013, the West Bengal Legislative Assembly was summoned by His Excellency, the Governor of West Bengal 8 times.

A total of 68 Bills have been placed and passed in the 15th West Bengal Legislative Assembly in the 8 Sessions of the House.

 
   
Paschimanchal Unnayan Affairs
Construction of 4 Nutrition Rehabilitation Centre (NRC) at Bankura and 5 numbers of NRC at Paschim Medinipur.

Extension of Sick Newborn Care Unit and Gynae and Maternity Ward at Deben Mahato Sadar Hospital, Purulia.

 
   
Personnel and Administrative Reforms
An Anti Corruption Branch under the direct control of P and AR Department has been set up.

The upper age limit in case of recruitment of group `C` and `D` categories of employees in Govt. jobs has been raised from 32 to 40 years.

 
   
Planning
Under Integrated Action Plan, developmental schemes are taken up in LWE (Left Wing Extremism) affected districts.

During 2011-12, Rs. 177.00 crore were distributed among 295 MLAs for taking up developmental works.

 
   
Power and Non-Conventional Energy Sources
Construction of a new 250 MW (No. 6) power plant of Santaldih Thermal Power Station completed on a war-footing.

First ever Policy on Co-generation and Generation of Electricity from Renewable Energy Sources has been launched.

 
   
Public Enterprise
Saraswati Press Ltd. has made highest turnover this year since it became a Government company.

The business of W.B. State Warehousing Corporation has improved remarkably during the financial year 2012-13.

 
   
Public Health Engineering
This Government, for the first time, has given special attention to the people of jangalamahal Area.

During the period from May, 2011 up till March, 2013, 271 nos of piped water supply schemes have been sanctioned with an estimated cost of Rs. 3,325.72 crores.

 
   
Public Works
A ten storied High Court Annex Building with goethic features was inaugurated by Hon`ble Chief Minister and Hon`ble Chief Justice of Kolkata High Court.

A bridge over river Subarnarekha at Bhasraghat, Nayagram, Paschim Medinipur at a cost of Rs. 170 crores is getting constructed.

 
   
Refugee Relief and Rehabilitation
The R.R and R Department has taken up a project such as Bon-Hooghly Housing Project at Baranagar Municipality in North 24 Parganas.

715 Deeds were distributed amongst non-displaced persons for home-stead plots on 99-year lease basis.

 
   
School Education
903 Secondary Schools have been upgraded to H.S. level.

During 2012-13, 3942 Primary teachers have been recruited and process for recruiting of another 34559 have been started.

 
   
Science and Technology
The State level Science Fair was successfully held at Birla Industrial and Technological Museum, Kolkata.

The 19th and 20th West bengal State Science & Technology Congress was held Saha Institute, Salt lake and BESU, Shibpur respectively.

 
   
Self Help Group and Self Employment
Swami Vivekananda Swanirbhar Karmasansthan Prakalpa - Self Employment of Unemployed Youth.

District level SABALA Melas have been organized in all districts for promotion of marketing of SHG products.

 
   
Sports
Total Rs. 2.79 Cr was released for upgradation for stadium at Lebong (Darjeeling), Jhargram (paschim Medinipur) and Uluberia (Howrah).

Rs. 52,69,000/- and Rs. 7,05,038/- was released for maintenance of Netaji Indoor Stadium Swimming Pool at Subhash Sarobar, Beliaghata respectively.

 
   
Statistic and Programme Implemantation
A new publication, namely, `West Bengal at a Glance` has been released on June 2012.

The 1st phase work towards establishment of Network Connectivity has been started.

 
   
Sundarban Affairs
During the last two years, the Department has completed construction of 40 R.C.C jetties in different blocks.

During the last two years, the Department has installed nearly 950 tube-wells in the different blocks for providing safe drinking water to people.

 
   
Technical Education and Training
Technical Education at the Diploma level through Polytechnics through Directorate of Technical Education and Training (DTET).

`Rajya Karigori Prasikshan Kendra` - a new complex at New Town, Rajarhat is almost readt for operational use.

 
   
Tourism
Completion of Circuit Tourism Project at Bakkhali Fraserganj - Total sanctioned project cost is Rs. 470.59 lakh.

Gateway of North Bengal - Total sanctioned project is Rs. 322.36 lakh.

 
   
Transport
The decentralized Motor Vehicles (PVD) Office at Kasba in Kolkata has been opened for public.

Nager Bazar flyover under JNNURM Scheme at Dum Dum has been dedicated to the public by the Hon`ble Chief Minister.

 
   
Urban Development and Town and Country Planning
International Financial Hub in the Central Business District of New Town taken up.

Total 12 projects involving a total project cost of Rs. 1344.74 Cr had been sanctioned during 2011-12.

 
   
Water Investigation and Development
Creation of Irrigation Potential through Minor Irrigation Projects is about 54353 hectare.

Under `Jal Dharo Jal Bharo` programme more than 50,080 water conservation and water harvesting structures have been completed.

 
   
Women and Social Welfare
Kanyashree Prakalpa - A Flagship scheme launched in February 2013 for the welfare of education and adolescent girls belonging to economically week families.

Sabla - scheme for adolescent girls implemented in ICDS Centres by Six districts.

 
   
Youth Services
The departmental budget has been increased substantially from just Rs.20 Cr or so to Rs. 100 Cr in 2012-13 and to Rs. 120 Cr in 2013-14.

A major programme has been taken by this department for Talent Hunt in Kabadi and Archery.
